и не дает инсталлировать прогу...

Нет доступа к файлу /t/netcat/admin/index.php

Если у тебя есть shell
chmod 666 /t/netcat/admin/index.php
после инсталяции обратно
chmod 644 /t/netcat/admin/index.php

Если ftp (например, Total Commander) - смотри Файл-Смена атрибутов

если это cgi, то, наверное, надо 777
