date.timezone не подхватывает

Обновился с 5.3.18, на 5.4.9
прописываю в php.ini
date.timezone = Europe/Minsk

перезагружаю апач

получаю всю ту же ошибку

я уже запарился, на 5.3 всё было без проблем.

date.timezone = "Etc/GMT-N"
